In the mid-1990s, the Internet grew up outside the academic universe, stimulating commercial services. Main firms from the communication industries entered this new market in France by offering both their own online services and a more common Internet access providing service. This second sociotechnical path will be the winning one. Such a situation might be retrospectively analyzed as resulting from a hiatus between the socio-technical perceptions of industrials and those of Internet users in this period.
