Following the Panama scandal and the « Russian loans » affair, the despicable venality of he French press during the IIIrd Republic, is generally taken as read by journalists and many historians. Many newspapers, however, were not the beneficiaries of disguise subsidies; more ever the promotion on investment in Russia was a policy decision and an international strategy.
