In Paris and London, in the 1890s, there were rival schemes to «unite» Francophone or Anglophone « possessions » in Africa. These were advanced in opposing imperialist rhetorics. The journalist Harry Alis promoted the French scheme of Eugène Etienne, of the colonial lobby, in Le Bulletin du Comité de l’Afrique française. In The Times, the colonial editor, Flora Shaw, championed that of the British and South African magnate, Cecil Rhodes. The Fashoda « incident », in 1898, may be seen as a British victory in this regard.
